Management is responsible for establishing the quality system and for decisions concerning the initiation, development, implementation and maintenance of the quality system.
The key personnel responsible for the implementation of the quality system are as stated below, and their responsibilities are clearly defined.
2.1 General and Specific Responsibilities.
i. Managing Director:
The Managing Director shall be responsible for all final decisions regarding the quality of all materials, each aspect, phase of the project and meeting with the client and their representatives on all quality matters.
The managing Director shall be responsible for all final decision taken by the project team which shall comprise of the quality control/quality assurance engineer, the project engineer, senior construction supervisor and the skilled welders, technicians and artisans to be in the execution of the project.
ii. Quality Control/Quality Assurance Engineer.
The QC/QA Engineer shall report directly to the Managing Director on all matters pertinent to the quality control and quality assurance of the project.
The QC/QA Engineer shall be responsible for reviewing and monitoring the construction operations and documents to ensure that the construction practices are methods in accordance with the approval laid down procedures, specifications and designs.
The QC/QA Engineer shall be responsible for:
- Assisting and advising the Managing Director in developing the quality control manual and quality plan in accordance with the client.
- Controlling the detailed marine designs and documents and ensuring the clients approval is obtained with the client.
- Controlling the detailed marine designs and documents and ensuring the client’s approval is obtained any action taken.
- In association with the Project Engineer and Senior Construction Supervisor, ensuring that all skilled levels of manpower are familiar with the quality control procedures
- Inspection and testing of all materials, tools and equipment to be used in the execution of the project to ensure they conform to the relevant ISO standards.
- Determining the inspection, measurement and test procedures and equipment to be utilized during the execution of the project.
- Providing 48 hours’ notice to the client or clients representative of all QC/QA
- Inspections, measurements and tests to be carried out to enable the client or client’s representative are present.
- Specifying the requirements for handling storage, packaging and delivery of all materials, tools and equipment to be used in the execution of the project.
- Carrying out and recording all aspects of the quality control procedures employed, and preparing daily QC/QA reports throughout the duration of the project.
- Submitting to the Managing Director all the QC/QA reports on a daily basis, and briefing the Managing Director on any developments or modifications needed to maintain the standards of quality.
iii. The Project Engineer
The Project Engineer shall represent the Managing Director on site and shall have all the responsibilities and authority for technical guidance and administration to accomplish the successful completion of the project.
The Project Engineer shall be responsible for:
- Consulting with the QC/QA Engineer on all matters pertinent to the quality of the project
- To plan and organize the project manpower.
- Taking instruction from the QC/QA Engineer on all matters pertinent to the quality of the project and communicating these instructions to all levels of skilled manpower.
- Directing and coordinating the activities of all stages pertinent to the quality of the project and communicating these instructions to all levels of skilled manpower.
- Directing and coordinating the activities of all stages of the project with the team members in accordance with the quality control and quality assurance system.
- Managing the execution of the project so as to achieve the required levels of quality, cost control and compliance with the established schedules.
- Submitting all revised detailed marine designs and documents to the QC/QA Marine for scrutiny and approval.
- Ensuring timely and accurate preparations of all QC/QA inspections, measurements and tests.
- Corresponding with the client or the client’s representative on all stages of the project.Submitting to the Managing Director all the progress reports on daily basis, and briefing the Managing Director on any developments or modifications needed to meet the contractual milestones and deadlines
iv. Senior Construction Supervisor.
The Senior Construction Supervisor shall be responsible for shop and field activities and shall report to the Project Engineer.
The Senior Construction Supervisor shall be responsible for:
- Supervising and monitoring the construction works in accordance with the quality control manual and quality plan.
- Recruiting of skilled technicians and artisans and ensuring they are familiar with the quality control procedures.
- Recording all materials deliveries and assisting the QA/QC Engineer in the inspection and testing of all materials, tools and equipment to be used in the execution of the project to ensure they conform to the relevant ISO standards.
